CBP Quota Bulletin Update – Sugar-Containing Products (QB 25-304)

On August 25, 2025, U.S. Customs and Border Protection (CBP) published Quota Bulletin QB 25-304, establishing the FY 2026 tariff-rate quota (TRQ) for sugar-containing products under HTS Chapter 17, Additional U.S. Note 8.

  • Canada: 59,250,000 kg (requires a Canadian Export Certificate)

  • Other Countries: 5,459,000 kg (no CQE required)

  • 1701.91.5400 – Cane or beet sugar & chemically pure sucrose

  • 1704.90.7400 – Sugar confectionery not containing cocoa

  • 1806.20.7500 / 1806.20.9500 – Chocolate & other food preparations containing cocoa

  • 1806.90.5500 – Other cocoa preparations

  • 1901.90.6900 – Food preparations of flour, groats, meal, starch, or malt extract containing sugar

  • 2101.12.5400 – Extracts/essences/concentrates of coffee containing sugar

  • 2101.20.5400 – Extracts/essences/concentrates of tea containing sugar

  • 2106.90.7800 / 2106.90.9500 – Other food preparations containing sugar

Compliance Notes

  • Quota Control: Imports exceeding quota limits will be assessed at the over-quota duty rate, which is substantially higher.

  • Certification: For Canadian-origin shipments, a valid Canadian Export Certificate must be presented.

  • Entry Filing: Ensure correct HTS reporting and quota category designation at the time of entry filing to secure in-quota treatment.

  • Timing: Quotas open October 1, 2025 and historically fill quickly—early filing is essential.
